A call to stop the 44554-6 proposal
Tomorrow your Parliament will discuss the 44554-6 legal proposal on the so-called “propagation of homosexuality” – a proposal that might, in fact, dramatically affect the lives of thousands Russian citizens. We urge you to listen to your citizens and their supporters around the world and stop the law before it even reaches its first reading.
As an organization working with transgender and gender-variant people in Poland and beyond, we are sure that this particular law will not only create a new for of crime which in itself cannot be considered one, but also deprive many Russian citizens from the information they need, especially regarding sexuality and reproductive rights.
The authors of the 44554-6 proposal have lied to you, the Russian Duma, in many ways in order to push this inhumane legislation through. One of the lies repeated throughout the media is the very idea that homosexuality might be “promoted”, as it was a marketing object, a material thing which might be put on display and offered to every single person as a gift. We would like to remind you that sexuality does not function in this way. Human beings do not choose the people they are attracted to (if at all), neither do they choose who they fall in love with. Whether heterosexual, homosexual or bisexual – we are equal in the fact that we cannot promote our sexuality. And if we were, and even if the authors of the proposals are correct – if you would like to protect the Russian minors from being exposed to sexually explicit content, we suggest that the Russian Duma looks into the other spectrum of culture and the exploitation of heterosexual sexuality, especially regarding the ongoing objectification of women.
Sexuality is not sick, Mr. Pligin, it is the people who try to take away other people's sexual rights who are on the wrong side of the argument. Every single sexual activity within the merits of age of consent, when everyone involved agrees to be a part of it, is both legal and human in nature. If the Russian Duma is keen on protecting the Russian children, maybe it should look into protecting children against domestic violence, which is still – as is child homelessness – an overlooked phenomenon, and violence in general, also sexual, often committed by heterosexual men.
The 44554-6 proposal does not ensure these protections, its goal is not the protection of Russian minors, it is aimed to criminalize and alienate a large number of Russian citizens who happen to be gay, lesbian, bisexual and/or transgender and intersex. The document restricts the right to free speech, guaranteed by the Russian Constitution and a number of international agreements, signed by the Russian Federation. Some of those include: The International Covenant on Civil and Political Rights (Международный пакт о гражданских и политических правах) and the European Convention for the Protection of Human Rights, Европейская конвенция о защите прав человека и основных свобод). Do not let the authors of the proposal fool you that they are working for the benefit of the Russian people. They are working for their own benefit.
You, as the Russian Duma, work against your own nation, we urge you to stop this madness and to listen to your own people, those whose rights will be prosecuted if the 44554-6 proposal becomes reality.
